From January 1 2018, wagering service providers (WSPs) will be required to adhere to the Harness Racing Victoria (HRV) Minimum Bet Policyannounced 12 October 2017.

This means WSPs will be required to:

  • Accept a fixed-odds win bet at odds which are publicly displayed by the WSP for Victorian harness races to stand to lose a maximum amount of $1000 for Victorian metropolitan meetings (Friday, Saturday or Sunday at Tabcorp Park Melton)
  • Accept a fixed-odds win bet at odds which are publicly displayed by the WSP for Victorian harness race to stand to lose a maximum amount of $500 for Victorian country meetings
  • Publish fixed odds on Victorian harness racing fields no later than one (1) hour prior to each applicable race

In an attempt to safeguard the rights of people who wager on Victorian harness racing, HRV will implement an online complaint process for customers who believe a WSP has wrongfully refused their bet or excluded them in contravention of the minimum bet limit conditions.

The process for punters who have a complaint regarding the Minimum Bet Policy is as follows:

Customers / Punters who believe that a wagering operator has wrongfully refused their bet or excluded them in contravention of the minimum bet limit condition should contact the WSP to ascertain the reason for the refusal or exclusion.

If the punter remains unsatisfied with the reason provided by the WSP, they will be directed to lodge a formal complaint and details of the bet with Harness Racing Victoria via an online form (available at www.hrv.org.au) within 14 days of the refused bet. Complaints will only be accepted and investigated following submission of a fully completed complaints form.
